17 is not too young to be a monster, and as they say, an older monster is merely a younger monster who has got older.

Perhaps in Carl's case, he was a younger monster who had not yet got older but was just as monstrous in youth. Sounds like he had a tough life himself though, which perhaps shows that sexual violence leads to more sexual violence.
