Indeed it is not, but it is a reason to build homes or not. There has to be the incentive to earn enough profit to incentivise the builders to build, and if there's not, they won't build homes, and if they don't build homes when there is demand, prices will keep increasing, which is what is happening.

In terms of why, right now, it is too difficult to even purchase land, let alone get getting planning permission in more popular places. This means there is profit to be made in these areas, it is just that profit can't be made fast enough to keep a lid on prices. In less popular places, it's easy to get land, but it's too difficult to make a profit at current building on that land.

So, in the places builders are incentivised to build, they can't build enough to keep up with demand, and in the places they are not, they don't build enough to match demand, as such, prices remain out of reach to the average wage across the board.
